Health in All Policies

Florida Department of Health - Hillsborough County

Health in All Policies (HiAP) is “a collaborative approach to improving the health of all people by incorporating health considerations into decision-making across sectors and policy areas.”— Public Health Institute: Health in All Policies: A Guide for State and Local Governments

Public health professionals have historically worked across sectors to protect population health. Examples come from many different fields:

  • Supporting seatbelts, impaired driving laws, child seats and crosswalks in transportation
  • Supporting workplace safety, workplace age restrictions, smoke and tobacco-free laws in labor
  • Supporting tobacco labeling and advertising restrictions in media
  • Supporting vaccine requirements, physical activity, and healthy food options in schools


The Office of Health Equity’s HiAP strategy engages city, county and community-based agencies to promote health in their policy and fiscal decision making. We will know we are making an impact in HiAP when the following measurable progress occurs:

  • Positive changes to neighborhoods or community health conditions
  • Positive progress incorporating health equity goals across DOH-Hillsborough
  • Goal alignment across sectors
  • New or expanded partnerships for health
  • Policy change that helps improve community health
